Medical Service and Academic Quality Enhancement and Innovation Corporate Directorate is a dedicated office in achieving excellence in healthcare and medical education. By integrating clinical services and academic instruction, this office focuses on systematically improving the quality of care you receive and the education of future health professionals. Through continuous staff training, curriculum innovation, hospital quality projects, and data-driven insights, our mission is to ensure safe, effective, and patient-centered services while preparing skilled professionals to meet our community’s evolving needs.

The Medical Service and Academic Quality Enhancement and Innovation Corporate Directorate is established to address the growing demand for high-quality healthcare and education in the country. Operating under the new structure of the College of Medicine and Health Sciences, this office serves as a central hub for integrating and elevating quality across clinical service, and academic instruction. 


Its primary mission is to systematically enhance the quality of medical care, and education through a cycle of assessment, innovation, and capacity building. This is achieved by synchronizing initiatives from the Ministry of Health and Ministry of Education with local quality improvement projects, ensuring continuous professional development for staff and faculty, and leveraging data-driven insights. This office work is executed through four directorate:


Continuous Prof​essional Development and Training Directorate


Focus: Enhancing the skills, knowledge, and competencies of health professionals and academic staff. The major activities of this directorate are:

Needs Assessment:

  • Conduct annual skills gap analyses for clinical staff and faculty.
  • Develop and curate a catalog of certified training modules (e.g., advanced life support, clinical teaching skills, research methodology, medical ethics).

Training Delivery:

  • Organize regular workshops, seminars, and hands-on simulation-based training.
  • Host grand rounds and clinical case discussion forums to share best practices and complex patient management strategies.

Professional Advancement:

  • Manage a system for CPD (Continuing Professional Development) credits and certification.
  • Offer leadership and management training for senior staff and emerging leaders.

Academic Quality Enhancement Directorate


Focus: Safeguarding and improving the quality of the educational programs and student learning outcomes. The major activities of this directorate are:

Curriculum development and Review:

  • Conduct periodic reviews and updates of academic curricula to align with national needs and global standards.
  • Integrate innovative teaching methods like problem-based learning (PBL) and technology-enhanced learning.

Faculty and Program Evaluation:

  • Implement a robust system for student evaluation of teaching (SET) and peer review of teaching.
  • Manage the process for academic program accreditation and self-studies.
  • Analyze student performance data to identify areas for curricular improvement.

Academic Development Support:

  • Provide resources and training for faculty on curriculum design and educational scholarship.
  • Establish and monitor benchmarks for academic excellence. 

Health Management Information System (HMIS) Directorate


Focus: Ensuring the delivery of safe, effective, and patient-centered medical services through systematic improvement. The major activities of this directorate are:

QI Project Management:

  • Establish a hospital-wide QI project pipeline: from identifying problems (e.g., hospital acquired infection, long wait times, medication errors) to implementing and scaling solutions.
  • Form and facilitate cross-functional QI teams to address specific clinical or operational challenges.

Standards and Compliance:

  • Monitor and ensure adherence to national clinical guidelines and patient safety protocols (e.g., infection prevention control).
  • Lead the preparation for and coordination of hospital accreditation processes.

Patient Safety and Experience:

  • Act proactively and reactively to ensure safety
  • Implement and manage incident reporting systems for adverse events and near-misses.
  • Conduct patient satisfaction surveys and focus groups to gather feedback for service improvement.

Implement Quality Improvement Initiatives from Ministry of Health:

  • EBC (Evidence Based Care)
  • SBFR (System Bottleneck focused reform)

Process Innovation:

  • Pilot and evaluate new models of care (e.g., telehealth services, streamlined patient pathways).
  • Use methodologies like Lean or Six Sigma to eliminate waste and improve efficiency in clinical processes.


Hospital Quality Improvement and Innovation Directorate


Focus: Leveraging data and technology to inform decision-making, monitor performance, and support all other quality endeavors. The major activities of this directorate are:

Data Infrastructure and Governance:

  • Manage and maintain the integrated HMIS and Electronic Health Record (EHR) systems.
  • Develop data governance policies to ensure data quality, security, and privacy.

Performance Monitoring and Reporting:

  • Develop a centralized dashboard of Key Performance Indicators (KPIs) for clinical outcomes, academic progress, and operational efficiency.
  • Automate the generation of routine reports for the Ministry of Health and internal management.

Data Analysis and Research Support:

  • Provide data analytics support to QI teams and researchers, helping them measure the impact of their projects.
  • Conduct advanced analytics to identify trends, predict outbreaks, and support population health management.

System Integration and Training:

  • Ensure seamless data flow between the hospital, academic departments, and central administration.
  • Train end-users (clinicians, administrators, faculty) on how to effectively use the HMIS for their daily tasks and decision-making.
